Sexy, mid-30's DEBBIE WILLS City Hall Press Secretary, is at the podium; a flowery City crest is on the wall behind her, with the American and State flag on either side. An ASIAN MALE, a BLACK FEMALE and a HISPANIC FEMALE are especially eager to ask questions.
DEBBIE
I want to begin by saying, we do not have an emergency.
BLACK FEMALE
What about the governor's office saying they may have to step in?
DEBBIE
We have no direct confirmation of that.
ASIAN MALE
What would it mean if the State House does step in?
DEBBIE
If they do, we'll have to cross that bridge.
HISPANIC FEMALE
Where is Mayor Fick now?
DEBBIE
The Mayor is in a meeting now, pertaining to the budget. He will be out later to answer questions about this.
ASIAN MALE
Speaking of the budget, what is proposed about that?
BLACK FEMALE
(interrupting)
And what would Receivership of the City mean to the County and branches Of State government seated here?
DEBBIE
I can't answer that now.
(taking out a pencil and jotting it down) But I will get the answer to that.
BLACK FEMALE
What about the Community Centers? And the crisis in sanitation?
DEBBIE
There is a sanitation problem. The mayor plans to cover that in tonight's TV debate with Mrs. Irbe.
HISPANIC FEMALE
And what are we hearing now about A Worker's Compensation scandal?
DEBBIE
Part of the mayor's statements will deal with that subject ...
